The information contained on this page is intended to assist those proposing to develop their property and/or the general public. Gorham is the best place in Southern Maine to live, work and grow! Gorham is a town of approximately 16,500 residents located in Cumberland County, just west of Portland, Maine’s largest city. A large labor force and diverse employment base, along with easy access to the Maine Turnpike, help make Gorham an excellent location for commercial, retail and industrial development.

All businesses seeking to operate within the Town of Gorham are required to obtain a “Use Permit” which is issued through the Town’s Code Enforcement Office. The Code Enforcement Department is located within the Gorham Municipal Center at 75 South Street. The Town’s Code Enforcement Officer, Freeman Abbott, will review the proposed use for compliance with the property’s zoning. Some uses may also require State licensing. The Planning and Code Office will happily assist you with determining what approvals are required. In addition to obtaining a “Use Permit”, some developments may require Planning Board review or Administrative Staff approval, particularly if the proposed business is seeking to modify the existing conditions of the property such as undertaking a parking lot expansion or building addition. All businesses are required to obtain a “Use Permit” prior to operating in town. The Fire Department and Code Office will conduct an inspection prior to issuing a Use Permit. Use Permit applications are in the Town’s Code Office or are available on the Town’s website under the Code Office tab. Gorham does not have local sales or income taxes. Our current real estate tax rate is $17.30/thousand. A house valued at $200,000 would have an annual real estate tax bill of $3,460 for example. This tax rate compares favorably to neighboring towns including Portland ($19.31), Saco ($18.58) and Westbrook ($17.30).
